Although the existence of a national enabling environment is a pre-requisite for the establishment of a sustainable water and sanitation sector, the experience has shown that local initiatives are the ones making the most impact at community level, reaching the most vulnerable and poor in society. Sustainability, efficiency, adaptation and participation are key areas that need to be strengthened to be able to expand access to water and sanitation services, especially at local level.
